   announce <Message to all users>

Description:
   The ANNOUNCE command will send a message to all users currently logged
   into the server(s).

Examples:
   /admin announce opennap.somewhere.com will be going down for a reboot

   Users see:
   *IamElite/announces*  opennap.somewhere.com will be going down for a
   reboot
