Synopsis:
   banuser <nick> <reason>
   banuser <IP> <reason>

Description:
   The BANUSER command allows you to ban a user from connecting to the
   server(s). The ban can either be assigned by nick or by IP. 

Examples:
   To ban the user ILoveFloods:
   /admin banuser ILoveFloods Flooding

   To ban an IP:
   /admin banuser 192.168.1.23 Flooding

   To ban all IPs in 192.168.1.1-254
   /admin banuser 192.168.1.
