Synopsis:
   muzzle <nick|nick1,nick2,nick3> [reason]

Description:
   Muzzle the user with optional reason so they understand why they can no
   longer speak in any channels. A muzzled user can not join any new
   channels, but can private msg other users.

Examples:
   /muzzle luna tired of you
